The damage was caused by a Skanska barge that was not secured prior to Hurricane Sally. Although Hurricane Sally packed a huge punch, registering near-Category 3 wind speeds at its landfall in Orange Beach, Ala., and dumping 36 inches of rain on the Gulf Breeze peninsula, much of the fallout came from barges owned by Skanska, the company building the replacement bridge to Pensacola.
